本片根据水运宪同名中篇小说改编。 省电业局副局长傅连山毛遂自荐和总工程师梁友汉到班子很乱的佳津地区电业局进行管理体制改革，得到了戴冰、郭小成等知识分子和干部的支持，但却遭到佳津地委书记郭成、佳津电业局副局长大王等人的反对。傅连山遭到挫折，被排挤出电业局。郭成又强令超负荷输电，造成严重事故。改革虽然失败了，但历史是要前进的。。剪了一头羊的毛，宰了一头猪，砍了一棵树，捕了一网鱼，盖了一座芦苇小屋……在导演伯格曼最后生活的小岛上，人口稀少环境闭塞而呈现出萧索的景象，但在纪录片形式拍摄下，也象征一种希望。喧嚣的城市让人浮躁太多，反而更使得安静的小岛可以达到人生的另一种状态。。The inhabitants of a tiny French town hold the record for longevity.
